Program Spotlight: BIPOC Pre-Apprenticeship

Children’s Council launched a BIPOC ECE Pre-Apprenticeship program this year with an emphasis on addressing the need for Pacific Islander and Black early educators in San Francisco’s Early Childhood Education (ECE) field. Built with strong community input and sponsored by the Department of Early Childhood (DEC), this transformative workforce development program aims to support and improve the quality, care, and education for BIPOC children by recruiting, training and connecting BIPOC students for a career in the early childhood field. 

At the heart of the program is a six-month class that meets once a month and includes a mix of academic learning, mentorship, and practical career preparation.

Each cohort serves 20-25 participants and offers a structured introduction to early childhood education as a profession. Participants study topics like child development, trauma-informed care, and culturally relevant teaching practices while receiving guidance toward long-term employment and career growth. A  pre-apprenticeship provides a solid starting point for entering the field, either through a full apprenticeship or direct employment, building the skills and confidence needed to succeed. 

The program stands out for its strong network of support. Every participant has access to a student success coach, personalized mentorship from experienced educators who share their cultural background, and services focused on career development. To remove common barriers, the program also provides laptops, books, stipends, and transportation help. Students receive academic tutoring, access to mental health services, and support for time management and balancing responsibilities, all of which contribute to a meaningful and affirming experience. 

Community outreach plays a major role in the program’s success. Recruitment efforts are rooted in trust and cultural connection, going beyond traditional advertising to include partnerships with local high schools, churches, neighborhood events, and community-based organizations. This approach helps build lasting relationships and encourages genuine engagement with families and youth. The upcoming BIPOC Community Partner Focus Group Dinner is a reflection of the program’s dedication to listening, learning, and staying in step with the needs of the community. 

The program also places a strong emphasis on cultural identity and belonging. Staff members reflect the cultures and experiences of the students they support, and the curriculum includes the histories, perspectives, and strengths of the BIPOC communities. This focus creates a space of healing, pride, and empowerment. In addition to preparing students for jobs, the BIPOC ECE Pre-Apprenticeship Program cultivates future leaders who will bring insight, compassion, and deep community commitment to the early childhood education field.
