Phillip Warner serves as Chief Compliance Officer at Children’s Council of San Francisco, where he oversees administrative and compliance activities for the organization’s largest contracts. In this role, he collaborates with the Executive Leadership Team to ensure operational excellence across multiple state and local government contracts and leads efforts to secure new funding opportunities. Under his leadership, the organization achieved a 0% error rate in a California Department of Social Services contract monitoring review in December 2024.

Phillip began his career in child care subsidy management at the Child Care Coordinating Council, where he held leadership roles in family eligibility and provider payment administration. During this time, he delivered exceptional compliance results and helped implement process improvements that strengthened program integrity.

He brings over 15 years of experience in child care subsidy administration and compliance, including key senior leadership roles at Children’s Council of San Francisco, where he oversaw program integration, compliance and operational excellence across multiple service areas.

Phillip is also a Board Member and Public Policy Committee Co-Chair for Thriving Families California, contributing to statewide advocacy and policy development in support of families and child care providers.
