Philip Warner, Senior Director of Compliance and Program Supports
Phillip leads a team of nearly 50 staff at Children’s Council who coordinate child care financial assistance for approximately 4,500 children annually. His experience in management is extensive, having worked as a production manager in the East Bay and later overseeing operations for a small non-profit devoted to recycling goods for other non-profits and schools.
Phillip joined the child care field in 2007, overseeing provider payments at San Mateo 4Cs. Although entering the field during a particularly tumultuous time involving intense audits, extensive regulations and ensuing budget cuts, he believed there was an opportunity to not only support families and staff equally through rough times, but to play a key role in making the change that he wanted to see.
Phillip later took on the oversight of family eligibility while proudly serving on the Fatherhood Collaborative of San Mateo County’s advisory board before joining Children’s Council as Director of Family Subsidy Services in 2013. He is proud to work with remarkable cultural diversity in a city and county with an incredible funding commitment to its families, and currently serves as board member and Public Policy Co-Chair of CAPPA, a Statewide child care advocacy organization. As a proud parent of a school-age daughter and preschool-age son who is enjoying the benefits of quality child care in his sister’s footsteps, he has experienced first-hand the incredible rewards of early care and education and is grateful for each day he spends working toward making it a reality for everyone.
