Children's Council of San Francisco: Our Board of Directors

Children's Council of San Francisco's Board of Directors is a group of committed volunteers. They unite in the effort to make a significant impact on the quality of life in San Francisco. The Board oversees the management of a budget approaching $60 million per year. They ensure the sound management of the agency and represent the agency in the community. They also help raise agency visibility and make a personal contribution to support our programs.

Catriona M. Fallon - President
Catriona Fallon is an Associate at Citigroup Smith Barney. She heard about Children's Council of San Francisco at a local event and, after careful consideration, decided it  was the perfect fit.

Elena Schmid - Vice President
Elena Schmid has worked extensively in Human Resources and at all levels of the energy field, working for the implementation of sustainable energy sources in California. She is happy to dedicate her expertise to raising community awareness of the importance of affordable child care.

Gurpal Dosanjh - Treasurer
Gurpal Dosanjh has worked in finance for the last 10 years, and is currently a financial consultant with Wells Fargo Bank. Ms. Dosanjh has a long history of community service, and decided to provide her financial expertise to Children's Council when she joined the Board in 2003.

Renata Sinn - Secretary
Renita Sinn works as an assistant controller in IPOs, mergers and acquisitions.  She is a licensed CPA and has significant experience as a senior auditor. Renita brings a solid knowledge of accounting and auditing to our board finance committee.  She has served on the board of directors for the Asian Pacific Psychological Services  and is a member of Future Women Leaders.


Al Archangel
Al Archangel is a technology professional who has lived and worked in the Bay Area for the past nine years. His interest in serving on the Board is a natural outgrowth of his involvement in local grassroots organizations that advocate for sustainable environmental practices in his community.

Sara Bennett
Sara Bennett, MSW, ASCW, is a social worker in the San Francisco Bay area. She specializes in working with children, adolescents and families, and is a trained trauma therapist. Ms. Bennett has expertise in both clinical issues and program development. She brings a breadth of experience working with families and social issues, as well as a passion for supporting children and families to thrive.

Amber Johnson
Amber Johnson works as a strategy consultant for foundations, nonprofits, and government agencies. She holds a Master of Public Health degree and has extensive experience in the nonprofit health and development fields. Ms. Johnson has completed healthcare fieldwork in Kerala, India and Beijing, China and has published research in the areas of biotechnology and business ethics. She is currently a volunteer at the San Francisco Boys and Girls Club.

Fred Kaynor
Fred Kaynor is a seasoned marketing executive with a passion for community service. He is Vice President of Global Marketing with MasterCard Worldwide. From a nonprofit perspective, Mr. Kaynor has supported numerous organizations in various capacities, including United Way, Big Brothers/Big Sisters and Healing Hounds Dog Therapy Services.

Andrei Massenkoff
Andrei Massenkoff has devoted years of service to the field of education as a teacher, mentor, and program specialist. Currently, he teaches at the Presidio Child Development Center, as well as at Saint Mary’s Hospital, where he teaches emotionally disturbed high school students. He is excited to further diversify his talents at Children’s Council of San Francisco as he works to defend the interests of our community’s children.

Robert J. Rathmell
Robert J. Rathmell is a composer turned attorney at law with a developing practice in employment, family, and education law. Mr. Rathmell has conducted nationwide research on municipal laws prohibiting family responsibilities discrimination in the workplace. He serves as an active volunteer attorney in the Volunteer Legal Services Program, Family Law Project. As a musician, Mr. Rathmell taught theory, composition, and preparatory piano for fourteen years in university, college, and community school settings. He has joined the Board in order to serve San Francisco's hardworking families.

Jezabel Serrano
Jezabel Serrano is the Operations Manager for Ernst & Young’s Assurance practice in San Francisco. She holds an MBA and has over ten years of financial and professional services experience that she brings to our board. Jezabel is a native San Franciscan and recognizes the challenges associated with finding high quality childcare, as she and her husband are raising their two young children in this city. She joined the board to further CCSF’s mission to sustain quality and affordable childcare for families in San Francisco.

Amy Zhang
Amy Zhang is an audit manager in the real estate and hedge fund industries.  Her experience in finance and auditing positions spans six years.  She holds two Master’s degrees: one in taxation and another in accounting.  Ms. Zhang, a fluent speaker  Mandarin, Cantonese and English, joined the Board of Directors because of her commitment to creating a healthy community for young children in San Francisco.

David Ziegler
With more than a dozen years of experience in the banking industry, Mr. Ziegler is currently Vice President of the Mechanic's Bank. One reason he became active on our Board of Directors was that his son's child care provider benefited from CCSF programs and services, indirectly benefiting his son as well.
